Well my heart's in The Highlands, gentle and fair
Honeysuckle blooming in the wildwood air
Bluebells blazing where the Aberdeen waters flow
Well my heart's in The Highlands

Haha, yes: "Oh hey, I'm Bob Dylan and whenever you think there's no possible way I can outdo myself, I do." Also, Greil Marcus (about Time out of Mind as a whole): "The story opens with the singer, the tale-teller, walking dead streets and ends with him walking the streets of an almost deserted city: 'Must be a holiday,' he mutters to himself, as if he could care less if it is or not." And Eyolf Østrem on Highlands specifically: "It is the closest Dylan ever comes to a successful attempt at stopping time. It succeeds, not by trying to stop it in the tracks or hold it back, but by realizing that time goes on regardless of everything, and by tapping into its flow and disregarding it, instead of fighting it."

If this song was an hour long I'd still not get tired of it. I too wish it was longer, seriously.

you also gotta check out the 2001 adelaide live version, he pulls it off in a half-spoken way like marty stuart in his observations of a crow...

Every time I listen to this song, there comes a point about two-thirds into it that I have to stop and take a moment to remember that I'm not listening to Howlin' Wolf singing.
